mastodon: upgrade to 4.3

Upgrade postgresql to 17.

The char-limit patch does no longer work as the user inside the container is mastodon, the directory and files belong to root though. Will have to build my own container with this patch applied.

Add new secrets required in mastodon 4.3.

Update and add more maintenance scripts.
